64 people in a city of almost 20 million do not decide anything, 131 people in a country of 140 million? Very little. But not when it comes to the owners of billions. For a country with a resource-based economy, “screwdriver” technologies and a collapsing army, this is even a lot. The conversation, you already understood, is about the ranking of cities with the highest concentration of billionaires.
No matter how this figure and the place occupied by Moscow in the ranking of the rich people challenge public opinion, it seems that in the near future we will not become less rich. Russia, it turns out, is a paradise for the simply rich and the very rich. At the same time, an important rule is to honor the authorities, be loyal to them, do not be arrogant, share your income with whomever you need.
The coming increase in fees for the possession of luxury goods, of course, will not shake the well-being of billionaires. By the way, in the corridors of power, they did not even think to hide the fact that, along with tightening the tax policy for the rich, the goal is also pursued not to frighten them off. And this is in the case that domestic billionaires are the most prosperous billionaires in the world.
Economic pundits are looking for a one-size-fits-all solution that would both increase tax collections from billionaires, and not scare them too much, and reassure other people demanding justice. And so an interesting idea was born at the Institute of Economics of the Russian Academy of Sciences – to replace the existing income tax with a general family tax, from all incomes. Probably, scientists hope that such unification will really lead to the fact that money will flow into the budget from wealthy families more cheerfully, and if these measures hit ordinary people, then slightly. And most importantly, the progressive scale will be introduced under the slogan that it is both useful and politically promising.
